At the Rozgar Mahakumbh 2025 in Lucknow, Chief Minister Yogi Adityanath announced a major step that makes Uttar Pradesh the first state in India to guarantee minimum wages for all workers. The CM said this move would stop exploitation, as every worker will get fair pay. If companies are unable to pay the assured minimum wages, the state government will step in to bear the extra financial burden.
Addressing the gathering, Yogi Adityanath said that the government is working on modernising labour laws so that workers’ rights are fully protected while industries continue to grow smoothly. He made it clear that no outsourcing company will be allowed to cheat or exploit employees. “Every worker will get their full salary. Outsourcing companies will not be allowed to keep their share from workers’ wages,” the CM declared.
This decision is aimed at not only improving the lives of workers but also creating a balance between industries and employees. By ensuring dignity, security, and financial stability for the youth, the state hopes to strengthen its economy and set an example for the rest of the country.
Building bridges between youth and industries
Calling the Rozgar Mahakumbh a strong link between young talent and industries, the CM said that the event is not only about offering jobs but also about making sure youth are trained as per modern needs. He underlined that when food providers, labourers, and workers are happy, the nation progresses, and the dream of a “Viksit Bharat” and “Viksit Uttar Pradesh” can be achieved.
Yogi Adityanath pointed out that Uttar Pradesh, once seen as a state where lakhs of workers migrated in search of jobs, is today creating jobs within its borders. The state has the largest youth population in India, and this workforce is being recognised both nationally and internationally. According to the CM, the last eight years have completely transformed the state’s image from a land of migration to a land of opportunities.
He recalled that earlier, entire villages used to leave for employment, but after continuous efforts, things have changed. The Rozgar Mahakumbh is a reflection of Prime Minister Narendra Modi’s vision of Mission Rozgar and Viksit Bharat, which ensures that every youth gets work according to their skills and qualifications.
The CM also spoke about the success of the One District One Product (ODOP) scheme, which has brought traditional local industries into the global spotlight. Today, Uttar Pradesh has nearly 96 lakh active MSME (Micro, Small, and Medium Enterprises) units. During the COVID-19 pandemic, when more than 40 lakh migrant workers returned to UP, nearly 90 per cent of them found work in MSMEs.
To support entrepreneurs, the state government has also given Rs 5 lakh insurance cover to registered MSME owners. This has helped lakhs of people secure jobs and live with dignity.

Empowering youth, artisans, and entrepreneurs
The Chief Minister said the government is focusing strongly on the empowerment of artisans and entrepreneurs. Through schemes like Vishwakarma Shram Samman and PM Vishwakarma, traditional workers such as potters, carpenters, masons, cobblers, barbers, and blacksmiths are being given free toolkits, affordable loans, and proper training to upgrade their skills.
For the younger generation, the CM Yuva Udyami Scheme is providing collateral-free and interest-free loans to start their own businesses. Youth between the ages of 21 to 40 can benefit from this, and more than 70,000 young people have already set up their ventures through the scheme. The best part, the CM added, is that the scheme is open to everyone, without discrimination of caste, religion, or background.
The government has also created over 8.5 lakh government jobs in the last eight years across sectors like education, health, police, agriculture, and public works. This has made UP the top state in India for generating government employment. Yogi stressed that all these recruitments were done in a transparent manner.
He also highlighted how Uttar Pradesh has become an investment hub. With a strict zero-tolerance policy towards crime and corruption, the state is now one of the most attractive investment destinations. Over Rs 15 lakh crore worth of investments have already come into UP through 33 sectoral policies and investor-friendly platforms like the Invest UP Portal and the Single Window system, creating 60 lakh jobs.
Preparing a future-ready workforce
Finally, CM Yogi Adityanath focused on preparing youth for a technology-driven future. Under the Skill Development Mission and Startup Mission, young people are being trained in new-age fields such as Artificial Intelligence (AI), drone technology, robotics, and the Internet of Things (IoT).
With the support of Tata Technologies, new labs and courses are being introduced in Industrial Training Institutes (ITIs) and polytechnics. For those looking to work abroad, the government is also providing language training to make them job-ready at the global level.
“Technology is changing every single day, and it is very important that our youth keep updating their skills to stay ahead,” the CM said.
Through these reforms, investments, and youth-focused schemes, Uttar Pradesh aims to secure its position as the country’s leading talent hub and an economic powerhouse. With minimum wages guaranteed for all workers, skill training for youth, and large-scale investments, the state government hopes to make UP a shining model of growth and opportunity.
